3.I have accordingly made provision for
the office of Registrar General as a separate appointment in the Estimates for 1901, the salary fixed being at the rate of $7,200 per annum rising to $7,800 and I recommend that Mr.A. W. Brewin Inspector of Schools, be appointed to the post.
4. Mr.Brewin held the post of Acting As-
sistant Registrar General for 6 years with the exception of a short interval spent on leave and acted as Registrar Gener-
al for some months in 1898 and 1899. He is a proficient Chin-
ese scholar and well qualified for the post of Registrar Gen- eral and Head of the Interpretation and Translation Department.
5. If you approve of this appointment I
that
have further to recommend Mr.Clementi be appointed to the
post of Inspector of Schools.
6. It may be thought that Mr.Clementi is
too junior an officer to be selected for such an important
post, but there is no other officer in this Service, possessed
of the necessary qualifications, who is available.
7. The holder of the post of Inspector
of Schools must know Chinese well and Mr. Clementi has shown
such an aptitude for that language that he has already passed
three examinations with great credit and will have qualified
as a passed cadet by the end of this year, when his knowledge
of
the language will be sufficient to enable him to dis-
charge the duties of the post.
